In a disaster, the priority is immediate safety and clear communication. The most critical actions are moving students to a safe area, accounting for every child, and calling for help while alerting families so they know what happened and where their children are. Collecting bottled water and small comfort toys takes valuable time and attention away from getting students out of danger and performing a quick headcount, which can leave someone unaccounted or exposed to continuing risk. Water and comfort items can be addressed later, once everyone is safe and the situation is under control. So the step that isn’t an immediate priority is collecting those items.
